The "hundred cities and thousand parks" activities include policy into the park, facilities into the park, technology into the park, standards into the park, application into the park, enterprise into the park, service into the park, including but not limited to high-tech industrial development zones, economic development zones and other administrative parks at all levels, as well as advanced manufacturing clusters, small and medium-sized enterprise characteristic industrial clusters and other key industrial development carriers.
(1) Policy into the park. Local industrial and information technology departments, communications Administration Bureau organized relevant industrial organizations, research institutions, industry experts, etc. to carry out publicity and implementation work on national and local industrial Internet related policies, and promote and popularize the policy system. Interpret related documents such as the "Connecting" action plan, 5G factory construction guide, "5G+ Industrial Internet" integration application pilot area, equipment update and technological transformation. Guide enterprises in the park to understand the support policies of financial funds and industrial funds for the industrial Internet.
(2) Facilities into the park. Encourage enterprises to use 5G, time-sensitive networks, industrial optical networks, IPv6 and other new network technologies to optimize and upgrade the park network, and encourage enterprises in the park to carry out pilot construction of industrial 5G private networks; Encourage leading enterprises in the industry to build two-level nodes for identification analysis, and guide enterprises in the park to generally access the identification analysis system; Encourage the park to combine industrial characteristics and actual needs to promote the park's industrial equipment and business systems on the cloud platform; We will deeply implement classified and hierarchical management of industrial Internet security, and guide enterprises in the park to access the national security situational awareness platform.

Guide enterprises in the park to accelerate the integration of next-generation information and communication technologies such as artificial intelligence, big data, blockchain, digital twin, and edge computing with the industrial Internet, accelerate the innovation and application of industrial grade 5G chips/modules/gateways, industrial optical networks, cloud PLC, security equipment and other technical products, and release the technology list and product list of the service park. Encourage parks and enterprises to carry out equipment renewal and technological transformation in key industries.
(4) Standard entry into the park. Carry out the promotion and implementation of the industrial Internet related standard system, guide the enterprises in the park to implement industrial Internet related standards, and accelerate the implementation and popularization of national standards, industry standards, and group standards such as industrial Internet system architecture, data interoperability, and industry applications in the park. Enterprises and public institutions, research institutions, and industry associations are encouraged to participate in the development of standards, and the list of park standards is promoted.
(5) Application into the park. Encourage enterprises in the park to compile and implement guidelines for the integration of the industrial Internet and subdivided industries, and provide smes with replicable, scalable, lightweight, and low-cost solutions. Chain owners are encouraged to create benchmarks for typical integrated innovation and application of the industrial Internet, and drive the chain digital transformation of small and medium-sized enterprises. Guide the park to promote new industrial Internet models and formats such as platform design, intelligent production, personalized customization, network collaboration, service extension, digital management, green production, fine investment and financing, and visual governance, and cultivate a number of typical application scenarios and model benchmarks.
(6) Enterprises enter the park. Guide industrial enterprises, information and communication enterprises to settle in the park, and achieve precise investment in the industrial chain of the park. Various solution providers such as planning consulting, facility construction, system integration, and application services are encouraged to enter the park to provide integrated solutions for large, small and medium-sized enterprises in the park. Adhere to the scene traction, demand-oriented, encourage the construction of the park industrial Internet supply and demand resource pool, and release the supply and demand catalog list.
(7) Service into the park. Organize banks, insurance, funds and other financial institutions to go deep into the park, optimize the allocation of financial resources, and provide enterprises with personalized and accurate financial products and services. Colleges and universities, public institutions, and industry associations are encouraged to deepen the integration of industry and education and the integration of science and education, to carry out training lectures, practical training, ability evaluation, and skill exchanges, and to jointly build a talent service system in the park. Promote the park to organize industrial Internet experts to carry out diagnosis and evaluation, help the park enterprises to clarify the transformation path, formulate targeted solutions, create a number of park demonstration application benchmarks, and promote the digital, networked, intelligent and green development of the park.
3. Organization and implementation
The activities are guided by the Ministry of Industry and Information Technology, Local industrial and information administration departments, communications administration organizations China Academy of Information and Communications, China Institute of Electronic Information Industry Development, National Industrial Information Security Development Research Center, China Institute of Electronic Technology Standardization, China Electronic Product Reliability and Environmental Testing Institute, China Industrial Internet Research Institute, Ministry of Network Security Industry Development Center, China Institute of Electronics, China Society of Communications and other subordinate units to support the implementation. China Federation of Industrial Economics, China Construction Machinery Industry Association, China Iron and Steel Industry Association, China Internet Society and other relevant industry associations are encouraged to do a good job in supporting activities in their own industries and fields. Support industrial organizations such as the Industrial Internet Industry Alliance to establish park service phalanx, and provide industrial Internet integration services in combination with the industrial Internet "platform + park" enabling depth, industrial Internet security depth, small and medium-sized enterprises digital transformation city pilot, manufacturing new technology transformation city pilot and other related work.
(1) Submission of the plan. Before the end of May 2024, local industrial and information technology authorities and communications administration authorities will systematically sort out the directory of parks in their regions, formulate activity implementation plans for parks with development foundation and conditions and obvious needs for digital transformation (Annex), and report them to the Ministry of Industry and Information Technology (Information and Communications Administration).
(2) Activity implementation. Before the end of October 2024, local industrial and information technology authorities and communications authorities will organize local activities to promote park enterprises to enhance the awareness, ability and effectiveness of using the industrial Internet to accelerate digital transformation. By the end of November 2024, the effectiveness evaluation shall be organized and a summary of the activities shall be reported to the Ministry of Industry and Information Technology (Information and Communications Administration).
(3) Summary of activities. The Ministry of Industry and Information Technology has organized relevant units to carry out evaluation and development effectiveness evaluation of the park, compile excellent case sets of digital transformation, intelligent transformation and green development of the industrial Internet in the park, and organize exchanges and promotion.
